We have bern charged a further £46.00 on our bill when we were in Turkey. My son only used the hotel wifi, why have we been billed this amount when his mobile data was switched off?

It will be an app that has permission to use mobile data if the WiFi drops, or your son's phone has WiFi assist on which will use Mobile Data even when mobile data is switched off.
Best thing to do is check the permissions on each app on the phone, and turn off WiFi assist to avoid these charges in future.
Just to add o2 just pass on the charges recieved from the Turkish Network, who will have seen your son's phone connect to them.
Unfortunately you will have to pay the £46.
