My is my next bill only 16 days after I have paid the last one?

Sounds right. Your Bill payment is taken 14 days after it is raised. So the next bill will be raised 16 days after that in a 30 day month

Your next bill payment will be in 30 days from now if you have just paid

That is how the billing cycle work. 

Your bill is produced on X date, and then payment is due 14 days after by which time, the next bill is created. 

So it is a full 30 day cycle...
