Bill higher than expected

I've just taken out a new contract- I should be paying £19 per month for airtime, but first bill has just arrived charging me £22.67. Any idea why this might be? I apparantly sent one picture message at 54p but other than that I haven't over used any data.

 

Might seem a bit petty to be squabbling over a couple of quid, but I'd rather get it sorted out, and O2 are hard to talk to at the moment.
