I'm on a , I guess, legacy PAYG with O2 and have been for five years.

I recently averaged out what I've paid per month through topups - GBP 6.14. - wow!

I don't suppose there is a monthly tariff that low?

No, the cheapest would be Simplicity 1 month @ £10.50.

You could find that if you go on to a simplicity tariff your usage habits might change. if you're getting free minutes / data / messages then you might find you use it more instead of your landline (if you use one) or you start spending more time on the web / social networks, good thing / bad thing not place to debate

Give it a go for a couple of months, what's the worst that can happen.

The drwback would be that he would not be able to go back onto a legacy tariff as they are no longer available once you change.
