I have an apple watch but it’s not letting me connect to a different number on my account

It will only connect to the tariff it's registered to.

I’ve only just been able to select watch data and now currently says activating.. do I turn phone off and on again?

Just just need to wait for it to activate but it may take upto 24 hours.
