Received a letter from O2: it says 'because of these changes you have the right to end your tariff without having to pay an Early Termination Charge - 1) how do I give notice of this? 2) does this mean I can upgrade my device?

You need to contact O2 as it depends on your tariff.

When you call, you will be asked for the reason you are calling.
Stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to someone.
You can also try saying "Upgrade" or "Fraud" to be connected to an advisor.
8.00am is the best time to call if you can.

This only applies to none refresh plans.
If you have a device plan, then you have to pay off the device plan in full at time of cancellation. As thats a Consumer Credit Agreement.
As stated here...
Some of the changes to our out-of-bundle charges and Roaming Limits on Tariffs over 25GB, may mean you have the right to exit your agreement without having to pay an Early Termination Charge. If you choose to exit your agreement and have a related Device Plan you will also have to repay it in full.
