Am I or am I not going to be charged for recieving (not opening) texts whilst abroad?

I keep getting charged for sending or receiving texts whilst abroad. This is the third month in a row. I have data roaming turned off, mobile data turned off and imessage turned off as suggested the last time I called to question the bill.

 

Maybe I should get an EE sim for travelling.

You pay to send sms but not receive.
EE are the same I'm afraid so moving won't help.
The only way to avoid paying for a service is to stop using it.

That's the point, I'm NOT using it.
I was told in no uncertain terms today by an o2 phone person that I DO get charged for receiving texts!!!
