Currently you would have to root the phone and use an app to turn the phone on just prior to the alarm time. Android does not have a "BIOS" so it's not possible to encode an alarm which turns phone on automatically. I have read about some new types of processor that Samsung are working on which would allow this kind of function but they are not yet in production.
