I pay my device plan and airtime plan separately but never use the airtime, can I cancel the airtime plan so I don't have to pay it anymore, but still go on paying my device plan?

What do you mean you don't use the airtime? Are you not sending texts or calling people or using any data?
Either way, no you can't cancel it. Refresh contracts come as a package
Guide: How does O2 Refresh work?
Edited to add, once the device plan is paid, you can cancel the airtime and go for a sim only plan, or PAYG if you wish

The airtime cannot be cancelled while there is still outstanding on the device. However our airtime tarrifs are flexible and these can be adjusted up or down to suit your needs.

It's an iPad so I don't use the data or call/text anyone from it.

How do I find one that's as cheap as possible? I've tried looking at other tariff options but they're all more expensive than my current one.

If only you had mentioned it was an iPad in your first post.
However the answer is still the same, until the device is paid off you are stuck with the airtime, unless you are able to flex it down.
