No, it's from when you started originally.

My O2 will tell you when you can upgrade

If you have already upgraded to sim only from a previous contract you can upgrade to a Refresh contract after the first month.

Good news – you can upgrade today

Need more data? You’re ready to upgrade to a new sim only tariff. You can’t upgrade and get a new device just yet, come back in 5 months and 3 days time to get a new device.

This is what they say. Originally i've started my first contract in March 2020

If you call o2 they will reset your upgrade date from when you started.
