They are trying to move as many people onto 4g as possible.
Even if you cannot use 4g where you are right now if you commute or visit somewhere that has then you can.
its a free bolt on to o2 customers on contract.
You would need a 4g phone and a 4g sim card which all the newly issued ones are now.
