1st thing - has your phone been set to use it?
A quick check of your settings will help here first, before getting onto other possibilities.
Also is 4G available in your area from your provider?

Make sure your settings are for 4G first thing
There may be a mast issue. Check out the network status here https://status.o2.co.uk/
You could also download the My Network app and report any issues through that https://www.o2.co.uk/apps/my-network
If the network is ok, try taking the sim out, cleaning it and reinsert. Reboot the phone
Finally you may need a new sim. You can get one quickly instore

That's right, @MI5:
The screenshot I attached in my answer above shows 2G/3G selected for that very reason - I get much better download performance at my place of work when connected via 3G than 4G.
Screenshot below shows 3G last Tues, 4G was timing-out - signal was good but throughput was less than 1Mbps down, about 12Mbps up. On 3G, as shown below, download much improved, upload reduced but acceptable:
