What apn are you using?
Alternatively it's worth a call or chat to check your data tariff.

Do you have data enabled on the sim slot with the sim in and the general data switch on?

Can you swap sims between the two phones to see if the issue follows the sim or phone?

Ok, so that most likely means O2 have put you on the wrong data tariff. Most likely a Blackberry tariff as that is the default setting and a common mistake if it's not changed during setup.
You can try live chat now or give customer services a call in the morning to fix it.

The sim that works is a contract sim and the one that doesn't is pay as you go
