Why can you not publish a 4G upgrade timetable so we know when we can expect 4G in the areas that concern us?

we only know that O2 plan on reaching 98% 4G coverage by the end of 2017.

I filled that form in 2 years ago and had a few emails about areas that were turned onto 4g, then they all stopped ;(
