25gb data plan v's 5gb plan

I have 25gb data allowance each month but use no more than 5gb. But if I change to 5gb data plan it cost more than the 25gb plan, why

Because that's what O2 decided on.

Your tariff may have been discounted or a special offer but we wouldn't know.
