last year i had an iphone 4 and after a year on the 2 year contract i was able to get my contract price lowered. now i have an iphone 5s on a two year contract and it has been a year. i was wondering if i would be able to get the same offer again.

Unfortunately, O2 have stopped that offer now.
If you have a refresh contract you can pay off the phone plan which will lower your monthly payments, but that's the only option.

You can no longer downgrade I'm afraid.
O2 stopped doing it quite a while ago.
