Can I get money back from O2 when they have charged me 45p per minute for a one hour urgent call I had to make.

As said, it's highly unlikely that O2 will reimburse you for the call.

You had to make the call, so why shouldn't you pay for making it. That's like saying, I need fuel for an urgent journey and i want bp to give it to me for free.... Its not going to happen.
