08 No on bundle

Got email saying that if I dial 03009001600 then 08 No this will be free on my bundle. Is this correct?

All 03 numbers come out of your allowance.
They are not free. If you don't have any call allowance they are charged at the standard non geographical rate, ie a standard out of bundle call charge.

The only 03 number I know of that will do what you are asking is 0333 5432111

On the plus side for future reference from December 2015 0800 numbers from a mobile will be FREE (not just part of inclusive bundles).

New contracts with Three already do this. I believe the other operators are being greedy and only making the change when they have to buy law.

I can't see the need to wait for 12 months in all honesty.  Ridiculous for a service that only the networks profit from.
