You can make a complaint to PhonePay Plus who should be able to get you refunded for these:

O2 have no control over who sends you texts.

Did you speak to live chat or O2 on 202.

What texts where they ?

If you are receiving premium texts from a shortcode you can reply with "STOP ALL" and they have to comply with that request
