RPI 13.4%

Hi, I have just been told that the RPI being used for my pay monthly contract is 13.4%! I know RPI has been as high as 12%, but it has now fallen back quite a bit as energy costs reduce and mortgage rates have fallen. What RPI measure is O2 using?
