Unfortunately not on PAYG http://international.o2.co.uk/internationaltariffs/travelling_abroad
You would have to get a local sim card or use wifi where possible.

Also I think the top part of of that clip needs addressing @MI5 It's a bog standard response and leads people to think it will be available...until you read the full article ie

Search out local wifi hotspots and in any hotels, bars, restaurants etc.
