Thinking of getting some one a PAYG iphone 6s for xmas does any one know if you can get volte and wifi calling on O2 Pay as you go?

Just found this which confirms it's a no.

 

Pay-as-you-go customers are unfortunately out of luck: only SIM-only, Pay Monthly and business tariffs have access to 4G and WiFi calling.

I recall someone saying NO but I can't find any evidence of that at the moment.
