You can try a few things
Manually search for another network and save.
Check with O2 via SKYPE (if you have no phone) and ask if you have a roaming bar in place. If so ask them to remove it. Numbers here Guide: Coronavirus Community Help and Support
Finally if you have an iPhone, check your data APN. Change it to mobile.o2.co.uk.
