Can a Samsung A13 with the latest software be used to make calls and send texts when travelling in USA?

Not on PAYG as you need 4G Calling to make calls in the USA.

Presently this is not available to PAYG

customers.

Not guaranteed.

4g calling is required in some areas of USA and PAYG doesn't have 4g calling.
