Unlocking an unused iPhone

I had two numbers and two iPhones on my o2 acct, one for my boyfriend. His was out of contract and EE had a much better deal so he ported that number to EE about a month ago and got the latest iPhone as part of the deal. He now wants to use his old iPhone X for work with his EE sim and it says it’s locked. I’ve filled out the manual form twice and it’s come back each time saying I didn’t pass the security check, I’ve tried it with my current number , and his ported number. I know the rest of the details I’m inputting are correct. Do we have to get an o2 payg sim and top up £10 just to unlock it now that it’s not in use or is there a simpler way?
