From abroad, she'll need the mobile top up website.
She will need to top up a minimum of £10 each month to get the allowances https://www.o2.co.uk/help/pay-as-you-go/big-bundles
If she is unable to dial the UK with an active bundle on the sim, she may have a roaming bar.
