Sims Deactivated

My Pay As You Go seems to be deactivated.  I tried online chat they told me to phone cs.  Ive tried ringing and its getting me nowhere either being told to visit the website or text a code but I cant text a code as the sim is deactivated.  Anyone know how I can resolve this issue?
