Samsung Galaxy s3 mini not receiving or making calls

I got a Galaxy S3 Mini from inlaws for preteen daughter to use mostly for whatsapp. Problem lies in I got her a brand new sim card, topped up £10 online using my other mobile. I ring her phone and it goes straight to voicemail, I cannot make outgoing calls on it either! To rop it off, on the my O2 app, it says there is £0.00 credit..IMPOSSIBLE as I have not been able to access any features other than using my wifi to get online! Helppppp

Top ups are exchanged for allowances so credit will be zero but you should have call,, text and data allowances.

Try the sim in another phone in case the S3 is faulty.
