Roaming not working in France

Anyone any idea why my iPhone XR payg won’t roam in France? I’ve gone all through the o2 website and have corresponded with o2 on Messenger but no solution yet. Phone works fine in the UK and of course roaming is set to on. Apn is payandgo.co.uk, username vertigo and password is password. I’ve manually set provider to Orange. I’ve turned the phone on and off. I’ve taken the sim card out and reinserted it. I’ve reset Network Settings. I can receive texts but not send them. I can’t make or receive phone calls. There’s plenty of signal strength. Sometimes I can get data working but often when I turn Wi-Fi off I don’t get the 4G signal appearing on the phone screen. Any thoughts welcome.
