Restart after using my allowance

I was on 10 pounds rolling plan , I ran out of data, so I changed my tariff to 15 pounds, but it will start 2 weeks later. When I ask to restart, it is written that it is not possible , why ?

It will renew on your anniversary date, you will need to pick up the phone tomorrow and call o2 on 4445 they reopen at 8am tomorrow morning, and ask them to start it early, this will reset your payment date etc.
