Sounds like it’s network locked to another network?
Also your partner should report the phone lost
https://community.o2.co.uk/t5/How-to-Guides/Lost-or-Stolen-O2-Device-How-to-Report-it/ba-p/1023988
I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.

Currently using:
Pixel 7a (O2 & Lyca), One Plus 6 (Sfr), iPhone 12 Pro Max (Vodafone)

@Chopsticks Did you report the loss to O2? There maybe a block on the phone which customer service need to remove. Also if it’s a Nokia then the data bolt on needs to be changed

You need to get the Nokia unlocked. To do that you need to find out which network it is locked to. It would be far easier to buy a cheap £10 phone, top it up and let her use that. It may well cost more to get the Nokia unlocked depending on how much another network would charge. It would also take you at least a week to get the phone unlocked.

If there is no time to buy a phone before your partner travels, they can buy one at the airport. Or maybe you have a family member who has a spare phone?
