Paying worth balance

I used to be able to pay for things using my balance on google play but now it won’t let me.....it says your phone is not provisioned for carrier billing.? Can anyone help me fix this?

You need to call customwe service to enable charge to mobile.

Thats not working, it doesnt give me an option to use mobile billing it just says add debit/creddit card and add paypal?
