Pay as you go sim not recognised

Hi my mum has tried 2 new payg SIM cards in her Nokia and cannot get a signal.  Her settings show no number on either sim slot but does if I put my contract sim in it.  I have factory reset the phone but it has made no difference and she cannot make an o2 account as it wants to send a code to her phone and she has no signal.  Any help would be appreciated, thank you.

We’re just customers like you but it sounds like you’ll need someone to access your account which can’t be done from here. If you message O2 using the links below, they should be able to help you with this

or give them a call on 4445 or 202 from your contract sim

Where did the PAYG sims come from..  
Does the same thing happen when you put the PAYG sims in a different phone?

Have the SIM cards been topped up.

Usually the first top up has to be done by voucher 

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
