The only people who can tell you why you aren't eligible are O2 customer services.
Call them on 4445 and check it out.
(It may be an old sim and the offer is no longer available)
We are all customers like yourself so you really need to call customer services

This seems to be a reoccurring problem which was supposed to be fixed.
It's this the Classic tariff?

This is a common problem, i had this problem myself.
You need to call customer services and they will apply it manually
