I wish to purchase a TLC 403 4G phone to replace my current phone. I have an O2 pay as you go sim card which I wish to install in my new phone. I do not want a new sim card or additional credit at the moment and just want to purchase the phone. Your system doesn't appear to allow me to do this. Please advise.

You will need to select a new sim which you can just throw away when received and insert your old sim in to the phone.
You are not charged for the new sim.

Argos and Amazon have been suggested by @Enlli, but another alternative is to visit an O2 retail store :-
Store locator | O2 UK | Find Your Nearest O2 Store
I am sure that the staff will be delighted to assist you.

If you buy a PAYG phone in store you will definitely be charged for a top up which is what the OP is trying to avoid.
