Can I get sim deliver in India? I'm coming to UK in May.

Get it sent to where you will be staying in UK if you come or buy from shop when you arrive.

But I want to join O2 not giffgaff as I have heard O2 is best network in UK.

giffgaff uses O2 network and it's the only company who will send you a SIM outside of the UK.

So is it possible when I come in UK and buy sim from shop to activate sim immediately?

You would only be able to buy one from a supermarket as no mobile phone shops are currently open.
If you can travel as most international flights are grounded for the foreseeable...
