Is there a way I can stop my daughter from sending certain messages or a block as my bill this month was £30 higher as my daughter was sending media messages

Your best option is going to be some sort of parental control application on the device. and then restricting the services she can use.
Or on the phone remove the settings for MMS
the other option is to take the phone off of her and switch it to PAYG if out of contract
I do not work for o2 or any VMo2 /Telefonica/Liberty Global Company
