Why am I getting a message saying 'it looks like this offer isn't for you' when it was offered during the purchase?
I topped up eventually on line after numerous attempts by phone failed, but balance is till showing 0.00.

Credit is exchanged for allowances so unless you top up more, the balance will remain at zero.

As I said above, you need to call 4445 to see if you meet the criteria.
For example, you are not eligible if you ported in a number or obtained the sim from anywhere other than directly from O2.
