I thought the international bolt on was for use in calling overseas numbers FROM the UK?

What have you actually bought? As if you have bought a bolton it will be for use for calling these countries whilst in the UK it doesnt work the other way round.
Using PAYG in Turkey costs are below; (there are no bundles available for roaming).
Standard Rates
Our Pay As You Go customers will be charged at the following rate when calling or texting from this country.
Making a local call to landlines or mobiles will always be the same price as calling home when you're abroad.
Sending a picture message (MMS) costs 50p and it's always free to receive a text.
