I recently visited Japan. Before leaving UK, I topped up my Pay As You Go (International call)(xxxxxxxxxxx) to the tune of almost £100. While in Japan, this fund was exhausted without me using the phone at all although texts from the UK were still arriving. Is this a normal state of costing?

Unless you turn your phone off completely it will continue to connect to local masts and update in the background. Also as you are PAYG, O2 only have roaming agreements with certain countries. Unfortunately you would then be paying international rates.
