Make sure you roaming data is enabled on your phone.
Then try a manual search for a telecom provider and select it - can take a few mins. Your data should come up good. If not, check your APN is set too, based on o/s:

If you still have no joy, contact O2 when you are on WiFi to check for a spend cap that may be interfering. O2 social media details are in the link just below this post.
I am in Spain currently with 2 x PAYG phones and a contract one, all humming along nicely. Good luck!
