I believe it to be one of O2's trusting partners. I use the term trusting loosely. Don't accept anything over the phone and don't give any details even though they have most of them anyway as O2 share your data despite denial.

I have blocked this number on my iPhone but now and again it still seems to ring my phone.Why is this when I have blocked the number.

Usually because the vary the number slightly by one digit. 

You'll have to block all variations too.
