Charges in Greece

I had a balance of £19.26 and waited for my £15 monthly charge to go through on 31st, only to learn that my balance was 0???  I have received a sms when entering Greece that says that same charges apply as if being in UK. It appears that they stripped down my balance to 0 shortly after I entered Greece. I had no calls but mobile data was on. So they lied
