Why am i being charged for contacting other O2 customers?

O2 to O2 texts are not free.

They are included in your bundles unless you send an mms Guide: Accidental MMS Sending and How to Avoid it

But if on the classic tariff, you pay for all texts.

When talking to a O2member of staff, they added this bolt on for me, but when i texted a pay monthly (02) customer it charged me.

There are no boltons for such as I am aware of.

What did they say they added?
