Charged twice

So I bought rolling plan first time for 10£ was taken off from my card but rolling plan haven’t been set up. 
tried again and same issue. 
so I been charged 20£ total and did not get rolling plan. 
why is this happening, and can I get back my money please

You need to contact O2.
