Charged 20 pound out of my bank and only 10 pound top up went in and the data isn’t working at all

Are you sure you topped up the correct phone, @David110? If 20.00 was paid, 10.00 will have gone to pay for your top-up, and 10.00 will remain for next top-up (or other out-of-tariff charges, if any).
Nobody here has access to your account, but if you contact O2 via Social Media (links below) they will be able to see what happened. Failing that, a call to O2 CS on 4445 tomorrow morning, around 08:15, should get you connected. Good luck.
