Charge for receiving a call

My father has a classic pay-as-you-go account. He recently received a call from a relative who really wanted to chat! After an hour or so, he received a message to say he (my father) had used all his credit and the call was ended! Dad had £16 credit so was baffled as to why this had happened. Even more strangely, his relative (who REALLY) wanted to chat, rang him back and the call continued even without credit.

Any clues anyone?

Calls are free to receive so the phone must have been using data in the background, unless the call was via a voip app such as WhatsApp or Messenger etc.

He'll need to be connected to wifi to prevent mobile data use when using WhatsApp.
