Bundle charged but not fulfilled

I have just returned to the country and needed to top up my phone as I haven't used it in a few months. I added £28 to my balance and changed my tariff to the the £20 big bundle. Once I had done this, I was then charged for a £15 bundle (what I had previously) and sent a notification that the £15 bundle had begun, and another notification to say that I didn't have enough credit to get the £20 bundle. I've been using my phone for the last few days and have now noticed I'm being charged for £1 a day (£4 in total) for data usage on my phone as if I have no bundle at all, even though I've been only using wifi. I've now had to top up another £9 in order to get the £20 bundle. How can I go about getting this money back as I've now paid £17 more than I should have.
