4445 call disconnected

I called 4445 but was not connected to a support agent. I was disconnected when waiting. This happened twice. Does this  happen often? Do you have the same experience when calling 4445? Does O2 charge 25p for calling 4445? If the customer is not connected with the support agent does O2 charge this call? How do I claim the refund for those calls? Thank you.

@snow7john Calling customer service on 4445 from your mobile is a free call, but if you're trying at this time of the morning, you're not going to get anyone. Best time to call is 8 am.
