I finally found a way to call 4444 without it saying not valid by using this o2 app

You can't make a call in Greece without having 4G Calling enabled. This is not available to PAYG customers

To make a call you will need to force your phone to 2g.

It's not 4g that's the issue but 4g calling which is not available to PAYG customers.

You may have to use web topup https://www.o2.co.uk/topup#:~:text=Call%204444%20free%20from%20your%20mobile%20anywhere%20in%20the%2....
